I think there was a point after 9/11 as part of homeland security they shut down most roads that pass over dams. Hoover dam was even bypassed by this if I recall. But someone correct me if I'm Wrong.

When was this closed to traffic? I can recall driving over it in the early 90s. Not sure we were allowed to do so, but I do remember it.
