Schuylkill River Trail - Pottstown Arch Bridge

When the Schuylkill River Trail is extended from Pottstown to Spring City, it will have to cross the river somewhere. Instead of running it across the replacement bridge that will carry US 422--a freeway!--across the river, why can't they just run the trail over this bridge?
