John and I had a discussion and we agree that this bridge was probably just purchased by the county/a rancher when the railroad was replacing it and replaced whatever road bridge was here previously.
1950s aerial imagery from HistoricAerials shows a truss on the railroad ROW whose dimensions match up with this truss' dimensions and a plain-jane bridge on the road.

Looks like a former railroad bridge re-purposed for vehicular traffic.
