The Black / Ouachita river is navigable, and this bridge isn't terribly far upstream from that body of water. My supposition is agricultural needs in the area supported barge traffic, necessitating a movable span.

Does anyone know why this bridge was built in the first place? Were there barges on this river up until 1971? Can't find anything on the internet about the history of this river.
