They're at least interesting as a type when they replace something modern. Louisa County replaced a UCEB with one and the arch looks much better IMHO.
They're not common, but I've seen a few...basically an oversize culvert with retaining walls...definitely not historic so probably 1988 like you said.
My assumption here is this is a 1988 replacement for a 1930 bridge.
