In researching this bridge for my FB page I found a resource that mentions planning for this this bridge from March of 1907. It is the segment on Beloit just above the Miscellaneous heading in the right hand column. Although this does not give a year of the build it helps narrow it down. The bridge was still standing in October when I went to the site but time has not been kind.
