Considering the other two road crossings in Decorah were https://bridgehunter.com/ia/winneshiek/fifth-avenue/ and https://bridgehunter.com/ia/winneshiek/bh55710/, the location I've marked is the likely location.

HistoricAerials shows a dam upstream in the earliest available views.
