This is a swing bridge not a bascule bridge, bascule bridges have counterweights swing bridges most do not except some bobtail swing spans have machinery of center bearings and rim bearings, however that's a swing bridge.

The old Heron Street Swing Bridge was steel-built in 1905 and closed in the 1920s.
It was preceded by a wooden swing bridge that was somewhat similar in style. That bridge was built in 1890 and replaced in 1905.
