Section 106 process in progress. County official position at the initiation of Section 106 is that they will not support any preservation alternative. It is unusual for an owner to make such a statement prior to conclusion of Section 106 because if the outcome of Section 106 is that a preservation alternative is feasible and prudent the only way the project can continue with federal involvement (ie the aid money) is if the county complies with the alternative.
