Yes, that is correct, the piers now support high voltage powerlines.

Am I seeing correctly that they repurposed the bridge piers for the powerlines?

I purchased some old bridge postcards a while back, one that featured a paddle boat in front of a bridge. The caption read "Willamette River and Steel Bridge, Albany, Oregon" I came across a single mention of this bridge on a website I've linked here.
