Sigh.

It's not a UCEB. And that holiday decoration has long been removed - long before the new bridge construction.

I am not familiar with this region but a glance at streetviews suggests that the replacement bridge is a steel beam bridge. I did not post the streetview since I was concerned the location/bridge was incorrect.
