Vanduser Bridge

I just don't understand the inspection reports. How can the deck be "Good", the superstructure be "Satisfactory" and the substructure be "Good" and yet the appraisal be "Structurally deficient"? I am guessing that someone has a family member who is a concrete bridge contractor, maybe?
