https://www.google.com/maps/place/39.659572,-85.0393082 looks likely to me. It's a little over half a mile (google says .8 to the intersection, half to the edge of town is reasonable). NBI puts the existing one at 1960 which is close but a little too old given the article date of 1962.
https://www.google.com/maps/place/39.654978, -85.044334 is the only other reasonable option. It's on a county road as stated, about the right distance. NBI puts it at 1995, so I don't know whether they did without or had something "temporary" for 30+ years.
