I'm thinking so, because the 1938 aerial shows no road, but was also taken prior to the channelization project. The aerial I posted is the next available imagery set.

A 2012 .pdf file of what is apparently a powerpoint presentation refers to six control structures in the channelized part of Big Creek and mentions "currently one failure". There are also photos of what appears to be a flow control structure and gauging station. The text suggests it may be at Perks road.

This structure may be the one failed dam.

1966 and 1978 Dongola topos show what appears to be an artificial narrowing of the river bed there. Earlier topos don't appear to be aligned properly, but don't show anything that I think is artificial.

Based on the 1963 aerial on historicaerials, I think this may be a failed dam.

Possibly a bridge over a mill race? I can not see any trace of a mill. Just a guess. Creek appears to have been straightened and dredged.
