James, the answer to why the railing on that side is gone is because it abuts the freeway. For building I-55 they cleared a wide path for space. So for creating that size for the freeway during construction it was removed and since the creek likely goes under in a drain at that point it is not needed.

... although only the northwestern end is gone ... but that draw does end in a drain underneath the bridge.

Interesting: This bridge is missing its railings on its eastern side. I wonder why?
