As seen from South Franklin Street, below Congress Parkway. It is said that Illinois only has two seasons, "Winter" and "Construction," and the the state symbol should be the orange barrel. The construction paraphenalia is for the entrance to Lower Wacker Drive, protecting the Congress Parkway Bridge project.
