The United States Coast Guard regulates the opening and closing of draw bridges in the United States. The regulations for the operation of the draws is published by the USCG in a document entitled Title 33--Navigation and Navigable Waters in PART 117--DRAWBRIDGE OPERATION REGULATIONS.
