Structurally deficient

From: 2015 "Status of the Nation’s Highways, Bridges, and Transit: Conditions and Performance" report to Congress

Bridges are considered “structurally deficient” if (1) significant load-carrying elements are found to be in poor or worse-than-poor condition due to deterioration or damage, or (2) the adequacy of the waterway opening the bridge provides is determined to be insufficient to the point of causing intolerable traffic interruptions due to high water. That a bridge is structurally deficient does not mean it is unsafe.

Old Pass Manchac Bridge (Tangipahoa Parish, Louisiana)
This bridge was built in 1957 originally carrying US Highway 51 across Pass Manchac, replacing a timber bridge with steel draw span that opened in 1927. Rehabilitated in 1976. In 1979, Interstate 55 was completed and US-51 was co-signed with I-55.
